Construction of a new road has begun in Baku

Construction work has started on the section of the Baku Akademik Hasan Aliyev Street - “Koroglu” metro station highway from Akademik Hasan Aliyev Street to Muzaffar Narimanov Street. According to the information, the new road is being designed and built parallel to Ziya Bunyadov and Heydar Aliyev avenues. The section of the new highway from Akademik Hasan Aliyev Street to Muzaffar Narimanov Street will have 6 lanes and will be 3.9 km long. According to the project, it is planned to construct 4 tunnels with a total length of 2210 meters and 3 underground pedestrian crossings with a total length of 112 meters on the highway. The project of the new road starts from the intersection of Khalil Rza Ulutürk Street and Muzaffar Narimanov Street, passes near the “Ulduz” metro station, and extends from Alasgar Gayibov Street through a 1240-meter-long tunnel under the existing metro and railway lines to Aliyar Aliyev Street. From here, it continues from Yusif Vezir Chamanzemanli Street to the intersection with Ahmad Rajabli Street and through a 550-meter-long tunnel, passing through the roundabout at the intersection of Ashiq Molla Juma and Zaur Nudiraliyev Streets, crossing Koroglu Rahimov Street and continuing to Hasan Aiyev Street. At the same time, it is planned to construct a 410-meter-long tunnel at the intersection of Aliyar Aliyev Street and the new road, and preparatory work is already underway to start construction in the area. Within the framework of the project, mobilization and demobilization works have been carried out from Ulduz metro station in the direction of Alasgar Gayibov Street, near Bakmil metro station and on Aliyar Aliyev Streets, dismantling of obstacles under construction, relocation of communication lines, excavation and removal of unsuitable soil in certain sections and reclamation works, as well as driving reinforced concrete piles in necessary areas are being carried out, and an underground pedestrian crossing is being constructed in the 3rd kilometer section of the project. In accordance with the project, construction work has also been started between the circle at the intersection of Ashiq Molla Juma and Zaur Nudiraliyev streets and Ahmad Rajabli circle. In this regard, the movement of vehicles in the said area has been completely restricted. Demolition work has also been started by paying compensation in the amount stipulated by the legislation to the owners of residential and non-residential areas already under construction. Assessment of other obstacles (residential, non-residential and land areas) under construction along the newly constructed road has been carried out and documents have been prepared and submitted for compensation payment as appropriate. In addition, since the vocational school where 20 former IDP families settled was also under the construction of the road, an appeal has been made to the State Committee for Refugees and IDPs to assist in their relocation to another place as soon as possible. During the implementation of a new infrastructure project of national importance, monitoring is carried out in conjunction with the relevant bodies of the Ministry of Ecology and Natural Resources to minimize the impact on the environment and greenery, and the current situation is assessed. As a result of the activities carried out jointly with experts, a plan-program is being developed to minimize damage to greenery, relocate greenery to appropriate areas, pay for the restoration cost of damage to nature, and establish a larger number of new green belts than the previous volume.

Within the framework of the implementation of the Decree of the Head of State dated September 28, 2024, the State Service for Property Issues under the Ministry of Economy has started to consider applications received through the electronic service “Review of applications regarding the category of lands”. According to the State Service, the completeness of the documents and compliance with the rules on the received applications are analyzed, and explanations are provided to landowners and citizens who apply through the electronic system in order to eliminate existing shortcomings, and methodological assistance is provided. During the analysis, it was found that among the applications received at the initial stage, applications related to the category of land plots where individual residential houses are located on lands not belonging to the area of residential settlements, including agricultural land, predominate. Regarding such applications, we would like to inform you that the compliance of the current situation with the territorial planning and urban development rules established by legislation should be clarified by the district (city) executive authorities and municipalities established in previous periods and operating in the area where these residential areas are located. Such applications should be made by district (city) executive authorities and municipalities on a residential area basis, not individually. It should be noted that in order for electronic applications to be considered and responded to within the time period specified in the legislation, subjects must have electronic signatures specified by law and must ensure the completeness and integrity of the required documents.
